This is most definitely true. Reading books, listening to music, watching a film or even going for a walk can completely clean the blackboard of our creative minds.
When you say you're taking a break from shooting, what exactly are you stepping back from? What is your practice? For me, it is sometimes weeks in between taking my camera out, so I have more break than photography.
This works for me too. I intuitively take breaks in between projects and just allow myself to be present and to feel. After awhile, the muse whispers in my ear again, and things start up again. Just as you say, pauses are an important part of the creative process. Thank you so much for the gentle reminder.

Kevin, I usually take 1-2 photographs almost everyday. So a break from that…anything between 3-5 days from that. I like short breaks.
